Critical Facilities Flood Mitigation Rehabilitation

Zion Contracting served as the General Contractor for Project C43761R, Critical Facilities Flood Mitigation at the Consolidated Revenue Facility in Queens, New York. This facility, essential to the city’s transit revenue operations, required extensive fortification after sustaining significant damage from Superstorm Sandy. The project’s primary goal was to enhance the resilience of the Consolidated Revenue Facility by constructing a comprehensive flood protection system around the property perimeter, addressing vulnerabilities exposed by the storm.

The scope of work included a wide range of architectural, civil, structural, mechanical, electrical, and drainage system enhancements. Central to the project was the construction of a new flood wall system around the perimeter, incorporating precast concrete panels, sheet piles, and H-piles to form a robust protective barrier. The structural foundation of this flood wall required specialized pile cap foundations to support the H-pile system along Metropolitan Avenue, ensuring long-term stability against high water levels. Additional work included the installation of two pump stations in the facility yard, designed to manage site drainage and pavement water control as specified in contract drawings.

Concrete sidewalks and asphaltic precast panels were restored, and a sophisticated stoplog system was incorporated to provide adaptable flood defense at all access openings, per Specification 10YA and contract drawings. Yard drainage improvements were implemented to enhance stormwater management, including the removal of outfall structures and catch basins along Newtown Creek. Work zone traffic control measures were established to maintain safety and minimize disruption, as shown on the contract drawings.

Security and operational functionality were also priorities, with the installation of new perimeter security fencing with security strips, floodlights along Newtown Creek, and a wrought iron-style aluminum fencing system with a concrete base to enhance both safety and aesthetics. The electrical scope included comprehensive details for the new pump stations and relocation of all affected utility crossings to support uninterrupted facility operations.

Finishes were carefully selected for durability and corrosion resistance; all galvanized steel elements, including flood wall brackets, frames, and covers, were primed, painted, or galvanized as per specifications. The project also emphasized minimal disruption to the facility’s day-to-day functions, with phased work carefully coordinated with facility operations to maintain security and operational continuity. Zion Contracting’s role encompassed providing all labor, materials, equipment, and services required to execute the project as outlined in the architectural, structural, and mechanical specifications, reinforcing the facility’s defenses and securing its critical functions for the future.
